Kulim Hi-Tech Park helped put Kedah on Malaysia’s high-tech manufacturing map. Its next phase of growth will run on fibre.
CelcomDigi Berhad (CelcomDigi) and Kulim Technology Park Corporation Sdn Bhd (KTPC) have entered into a 15-year strategic agreement to provide fibre connectivity at Industrial Zone Phase 4A (IZP 4A) of Kulim Hi-Tech Park (KHTP).
Announced on 2 November 2026, the partnership enables CelcomDigi to bring its fibre infrastructure and enterprise connectivity expertise to support operations and digitalisation efforts in the new industrial zone.

Why Kulim Hi-Tech Park Needs Reliable Fibre Connectivity
Since its establishment in 1996, Kulim Hi-Tech Park has become a key industrial hub for Kedah. Its concentration of high-technology manufacturing has attracted investment and supported employment in the state.
According to KHTP, the park recorded RM189.4 billion in cumulative investment and a workforce of 48,813 as of the second quarter of 2026.
As Kulim Hi-Tech Park continues to expand, reliable, high-capacity connectivity is becoming more important to manufacturers operating in digitally connected environments. The new agreement helps put that infrastructure in place as tenants move into IZP 4A.
5 Enterprise Services Coming to IZP 4A
Under the partnership, CelcomDigi will manage the fibre duct infrastructure at IZP 4A. It will also provide incoming tenants with five enterprise solutions:
- Dedicated Internet Access (DIA) – internet bandwidth reserved for a single business
- Private Leased Lines (PLL) – private point-to-point links between sites
- IPVPN – a private network linking multiple business locations
- Managed Dense Wavelength Division Multiplexing (DWDM) – high-capacity optical transport that carries multiple data channels over a single fibre
- Managed Fibre services – managed fibre connectivity for day-to-day operations
As IZP 4A develops, the partnership will support tenants with connectivity solutions tailored to their evolving needs.
Supporting the Northern Corridor’s Growth
The partnership also aligns with the broader development ambitions of the Northern Corridor Economic Region (NCER), which spans Perlis, Kedah, Penang and Perak.
Through its work with KTPC, CelcomDigi aims to help realise the Northern Corridor’s investment potential and support the growth of more technology-driven industries across the country.
KTPC: Creating the Right Environment for Business
Dato’ Mohd Sahil Zabidi, Group Chief Executive Officer of KTPC, said the continued development of Kulim Hi-Tech Park goes beyond expanding industrial capacity.
“It is about creating the right environment for businesses to grow, investment to flourish and opportunities to reach the wider community,” he said.
“Our partnership with CelcomDigi will help ensure that IZP 4A is equipped with the fibre infrastructure needed by incoming manufacturers, supporting their operational needs as well as the park’s long-term development.”
He added that KTPC hopes the progress will contribute to Kedah’s economic growth, create wider opportunities for local talent and businesses, and strengthen the Northern Corridor’s contribution to Malaysia’s industrial future.
CelcomDigi: Building Digital Foundations for Industry
T Kugan, Chief Enterprise Business Officer of CelcomDigi, said digital connectivity is a key enabler of Malaysia’s economic progress, helping businesses become more competitive and industries evolve.
“We see our role as going beyond providing connectivity by supporting the digital foundations that businesses and industries need to grow,” he said.
“Our partnership with KTPC reflects this commitment, bringing our fibre infrastructure and enterprise capabilities to KHTP Phase 4A to support Kedah’s industrial ambitions and the Northern Corridor’s continued development.”
“Ultimately, we want to help create an environment where businesses can thrive, investment can grow and the benefits of digitalisation can contribute to progress for Malaysia and its people.”
