This year’s Budget 2025, themed ‘Negaraku Makmur, Rakyat Sejahtera‘ highlights the essential role of the digital economy in Malaysia’s next growth phase. The gig economy, including sectors such as delivery and quick commerce, has emerged as a key driver of this transformation. As the backbone of these industries, gig workers have become indispensable in supporting businesses and providing flexible income opportunities for many Malaysians.
Recognizing the important role of gig workers, foodpanda seeks to empower them under several initiatives. Shubham Saran, Director of Operations at foodpanda Malaysia shared several key initiatives where foodpanda is aiming to reduce the vulnerabilities they face in the gig economy and enhance their financial security. The initiatives will also enhance the quality of life for the gig workers, particularly delivery partners of foodpanda, in areas such as financial literacy, safety, and personal development.
Skills Development And Upskilling
Through foodpanda’s partnership with Manipal International University, delivery partners can pursue diploma courses while continuing with work. Through this initiative, delivery partners can work without abandoning tertiary education, and be given higher-skilled roles, either within foodpanda or other industries. This aligns with Budget 2025’s framework, which is universal access to quality education and health services.
Financial Accessibility

The Go Giggers Financial Literacy Programme 2024, in partnership with AKPK and BSN, provides thorough financial education to over 5,000 delivery partners. They can learn essential topics in financing, such as budgeting, savings, and financial decision-making through infographics, edu-videos, and podcasts. Additionally, the program provides a six-month personalized coaching plan for long-term financial stability. The overall initiatives for gig workers to gain financial accessibility are in line with Budget 2025’s framework, which is ensuring Malaysians have a meaningful job and high incomes.
Social Security And Work Insurance

foodpanda provides their delivery partners with insurance coverage (with an option for extension to their families at a discounted rate). Additionally, foodpanda has collaborated with government schemes, including the Social Security Organization Contribution (SOCSO) and Employees Provident Fund Contribution (EPF). This encourages gig workers to register for social protection plans that offer healthcare, retirement savings, and accident coverage while working.
Looking Ahead: Budget 2025 And Beyond
As Malaysia moves forward with Budget 2025, foodpanda is dedicated to further elevating the standards for the nation’s digital economy. Policies that support businesses will encourage more innovation and expansion within the gig economy. Ongoing funding for gig workers, similar to previous budgets, and the continuity of government programs will also contribute to their success. Ultimately, Budget 2025 offers the chance to create a thriving future for Malaysia, where both the nation and its citizens can prosper in a constantly evolving digital environment.
