Thousands of children with disabilities across Malaysia are gaining greater access to digital learning opportunities. This is all thanks to the Future Skills for All (FS4A) Inclusivity Scale-Up initiative.
Since July 2024, the programme has trained over 150 teachers from 134 inclusive schools, reaching more than 10,000 children with disabilities nationwide. By equipping educators with digital skills and inclusive teaching methods, the initiative ensures that no child is left behind.
The Esteemed Strategic Partners
Led by the Ministry of Education (MOE) through the Special Education Division (BPKhas) and supported by the Educational Planning and Research Division (EPRD), the programme is delivered in partnership with UNICEF Malaysia, CelcomDigi Berhad, Malaysia Digital Economy Corporation (MDEC), and Arus Academy.
Driving Inclusive STEM Education
The FS4A Inclusivity Scale-Up leverages a mix of online portals, offline kits, and interactive dashboards to empower teachers with hands-on training. Educators learn to design inclusive, gamified STEM lessons that engage all learners, including those with disabilities.
Teachers are also encouraged to document their practices and reflect on challenges. This then creates a cycle of shared learning that strengthens future programme delivery.
Since its launch in 2020, FS4A has become an essential learning platform under MOE’s DELIMa platform. They have recorded over 2 million page views and 320,000 users nationwide.

UNICEF Malaysia’s Deputy Representative, Sanja Saranovic, said the initiative is a “catalyst for systemic change” that breaks down barriers for children with disabilities.
“Every child has the right to quality education, regardless of their abilities or circumstances. Together, we are building an education system where inclusion is the norm, and a future where every child can participate and thrive in a rapidly evolving digital world.”
CelcomDigi’s Head of Sustainability, Philip Ling, highlighted the importance of bridging the digital divide:
“This Inclusivity Scale-Up is a proactive step to reduce the new growing digital gap for children with disability as we move from the ‘Age of Information’ into the ‘Age of Artificial Intelligence.’”
MDEC CEO, Anuar Fariz Fadzil, noted that the programme reflects Malaysia’s digital ambitions:
“By empowering our communities, including individuals with disabilities, with these essential skills, our nation is driving inclusive socio-economic development with purpose.”
Arus Academy Co-Founder, Daniel Russel, expressed optimism about educators’ dedication:
“We have seen what teachers are capable of during workshops across the country. They have the heart and the drive to guide learners toward better outcomes.”
